ARTEL in 2008 continued to build better products and services, thus improving on their achievements of 2007. In 2008 the firm opened offices in all 4 provinces, therefore getting closeer to the rural community. This coupled with the enhancement of efficiency and lower operational costs, has seen a significant growth in the company.
ARTEL has opened up doors to partnership between the government and private institutions in the country to ensure that the available resources are fully utilized. These include the RRA, RNP, NSS, RDF, CSR, Minaloc, and Minicofin, to name few. ARTEL is on course to commission its own VoIP platform which is at a very advanced stage of implementation.

With a footprint covering three-quarters of Africa, corporate entities can keep in touch with remote branches and strategic posts through establishing VPNs.VPNs on ARTEL network is based on a model whereby the related departments with Headquarters in Kigali may utilize servers to run specific database applications installed at the Headquarters in Kigali.Connectivity from ARTEL to the database servers are provided via terrestrial Fiber Optic network or a radio link. Connectivity from remote sites to ARTEL is then provided by means of VSAT or radio links.

Technical Solutions
New ARTEL operates iDirect 5IF which is a powerful IP based VSAT hub. This fully redundant hub is operated on C band on Intelsat 907 using the South East zone beam with a full coverage to the majority of Africa. The SE Zone beam is the dark yellow shaded area covering Sub-Saharan and pieces of Northern Africa. The use of C band makes the services practically immune to rain fade outages and ARTEL guarantees a 99.8% link availability (excluding maintenance outages), even with the small size VSAT terminals used by ARTEL .
